Joseph Rull

Joe Rull is a seasoned government affairs, operations, and public policy leader with over three decades of experience navigating the intersection of government, real estate development and permitting, community engagement, and the private sector. A South Boston native, Joe built his career on integrity, trust, loyalty, coalition-building, and helping organizations engage effectively with government at every level.

Rull currently serves as Founder/Principal at MJR Consulting, advising clients across all levels of government including transportation, infrastructure, real estate, higher education, and emerging technology. Joe’s work centers on regulatory strategy, public-private partnerships, real estate development,permitting, community affairs, and navigating complex political landscapes across Massachusetts and the Northeast.

Prior to founding MJR Consulting, he served as Chief of Operations for the City of Boston under Mayor Martin J. Walsh, managing daily city operations and leading major policy and operational initiatives. Earlier, under Mayor Thomas M. Menino, Rull contributed to many cornerstone development projects including the South Boston Waterfront (Seaport) buildout and the creation of the Boston Convention and Exhibition Center.

Rull also served as a Selectman in the Town of Norwell, bringing big-city operational experience to local government, with a focus on fiscal planning, infrastructure, and community engagement. Rull is a current member of Julie’s Family Learning Program in South Boston.
